If you choose to submit color figures at the time of original submission and subsequently decide that you are unwilling to pay the color fees, you must submit your figures in black and white at the revision stage. It is not acceptable to submit color figures for initial review and subsequent revisions only to change the figures to black and white at the time of acceptance. Please note that the reviewing Editor may decide that, for a given figure, color is essential for scientific clarity. In such case, the figure will be printed in color and the color charges will be assessed.
って書いています。色盲に関してはNature系の雑誌には、こういう記述があります。
Authors are encouraged to consider the needs of colorblind readers
(a substantial minority of the male population) when choosing colors
for figures. Many colorblind readers cannot interpret visuals that rely
on discrimination of green and red, for example. Thus, we ask authors
to recolor green-and-red heatmaps, graphs and schematics for which
colors are chosen arbitrarily. Recoloring primary data, such as fluorescence
or rainbow pseudo-colored images, to color-safe combinations
such as green and magenta, turquoise and red, yellow and blue or other
accessible color palettes is strongly encouraged.
ですので、必ずしもBWではないといけないことはないとおもいます。
